What is User-Generated Content (UGC)?

User-generated content, almost always shortened to UGC, is the raw material of the modern internet: every post, comment, review, photo, livestream, profile bio, and short-form video created by ordinary users rather than by the platform hosting it. It is the most valuable asset and the largest liability of any consumer internet company at the same time, and it is the reason the content moderation industry exists in the first place.
From Web 2.0 to an ocean of posts
The term went mainstream during the Web 2.0 era of the mid-2000s, when YouTube (2005), Facebook (2004), and Reddit (2005) turned the web from a read-only library into a read-write social fabric. In December 2006, Time magazine named "You" its Person of the Year, with a mirrored cover celebrating the millions of people then producing the web's content.
At the time that felt like a novelty. Today it is the default.
YouTube reports that more than 500 hours of video are uploaded every minute, Meta's apps serve billions of daily active users across Facebook, Instagram, WhatsApp, and Threads, and TikTok crossed one billion monthly active users in 2021. The total daily volume of UGC runs into the tens of billions of individual items.
The many shapes of UGC
UGC is not a single format. It spans a wide spectrum of content types, each with its own moderation profile:
- Text: comments, reviews, forum posts, chat messages, marketplace listings, dating profiles.
- Images: profile photos, memes, product pictures, screenshots.
- Video: short-form clips, long-form uploads, and livestreams where moderation has to happen in near real time.
- Audio: voice notes, podcasts, voice chat in games and social audio apps.
- Structured UGC: ratings, reactions, polls, and metadata that still carry reputational and legal weight.
Why platforms love it, and why it hurts
Commercially, UGC is very attractive. It is cheap to acquire, it scales non-linearly with network effects, and it produces the engagement signals that drive ad revenue. A 2023 Nielsen study found that consumers trust peer reviews and user photos far more than brand marketing, which is why Amazon, Yelp, Booking.com, and TripAdvisor built entire businesses on top of it. The flip side is that every upload is also a potential vector for harassment, CSAM, hate speech, fraud, copyright infringement, disinformation, or terrorist content. Platforms have to review billions of items against changing policies, in dozens of languages, 24 hours a day. That workload is why Meta alone employs tens of thousands of human reviewers and why the automated moderation market, served by providers like Moderation API, has become a core piece of internet infrastructure.
Liability, regulation, and the AI era
The legal treatment of UGC varies sharply by jurisdiction.
In the United States, Section 230 of the Communications Decency Act (1996) grants platforms broad immunity from liability for content posted by their users, a rule widely credited with enabling the modern social web. In the European Union, the Digital Services Act, which came into full effect in February 2024, imposes much stricter obligations: notice-and-action procedures, transparency reporting, risk assessments for Very Large Online Platforms, and fines of up to 6 percent of global turnover. The UK Online Safety Act (2023) introduces similar duties of care.
The newest complication is generative AI. When a user posts an image produced by Midjourney or text drafted by ChatGPT, is it still "user-generated"?
Regulators and platforms are converging on the view that the uploader remains responsible, but the line between human-made and machine-made UGC is dissolving. Moderation systems are starting to treat AI-generated content as a first-class category of risk instead of a footnote, particularly for scaled spam, impersonation, and synthetic intimate imagery.
